What it is is revealing that from the landlord/manager's POV they don't care about the difference There's no actual legal requirement they keep the security deposit as a deposit in some kind of account, it's just income they can spend like all their other income

Which is why landlords put up fights over refunding the deposit, because to them that's just another expense, and if they've done a bad job managing their business they may not be able to easily cough up the cash
