The Picard cube seems to have been mostly adults, considering we see the Romulan historian lady as an adult post-borg and she was an adult before assimilation. The cube seems to be a 'new' one, not from previous series.

Yeah it sounds like the borg sent a cube to assimilate Romulans in preparation for a later assault on Romulus just like they did with the Federation, but something went wrong.
