It's a collective action problem, having a bus is extremely cheap per person if everyone takes it and builds their schedule around it, and it's very expensive if they don't

Jacking up fares because the people who use transit should be the ones who pay for it is exactly the wrong mindset You get the maximum social benefit of a transit system at the lowest cost if you fully subsidize it and make it free at point of service
