We've decided that Saruman instituted a cafeteria for the Uruk-Hai, as a concession to the unions, and offers two options (meat vs. vegetarian). Thus, the Uruk-Hai have a conception of "menus."

To be fair, Tolkien did very "free" translations when he wasn't being too serious, like making the Trolls Cockney stereotypes in The Hobbit
