My understanding is most young people hear it but since it's everywhere most neurotypicals block it out entirely and don't realize they hear it.
Can confirm - several times I've heard NTs tell me they "hadn't noticed" the lights were buzzing until I pointed it out... but once I did they heard it too.
A lot of NT's seem to be able to actually, like, filter out a noise, especially if it's constant or has a set rhythm. Their brain just papers over it and they don't really consciously *recognize* it.
Also with conversations in crowded spaces (if they accidentally pick one out, they can just... stop listening to it.)
The way I'd put it is everyone has filters but whether you're NT or not is defined by whether your filters work "correctly"/"appropriately"
