I always assumed that hot was there to override the normal safety protocol of not producing harmful substances (ie that could burn you) by default

Like holodeck safety protocols, only authorized officers could disable. Which when I was a kid always made me laugh at the thought of the lower deck ensigns who always had tepid soup cause they lacked security clearance.
