No ADA requires that anyone operating any kind of business open to the public must allow people with service animals into the business

Yes they do That's why you have to sign a contract when you drive for them agreeing to pick up service dogs or be terminated This was the settlement forced on them by their lawsuit with the National Federation of the Blind and it is completely reasonable

The concept of an "ADA-compliant service" applies to the ENTIRE SERVICE and says NOBODY in the service can EVER refuse to offer "reasonablw accommodations" for disability

It is considered reasonable that not all vehicles have a wheelchair lift, and only some such vehicles need to be made available to be in compliance That's not the same as saying those vehicles are the "ADA-compliant" part of the business

However, all street legal cars (and trains, and buses) can physically have a dog in them It is considered reasonable to require every single person who drives people around for money to carry service dogs You HAVE TO DO IT, by opening a business at all you're an "ADA business"
