It is considered reasonable that not all vehicles have a wheelchair lift, and only some such vehicles need to be made available to be in compliance That's not the same as saying those vehicles are the "ADA-compliant" part of the business

However, all street legal cars (and trains, and buses) can physically have a dog in them It is considered reasonable to require every single person who drives people around for money to carry service dogs You HAVE TO DO IT, by opening a business at all you're an "ADA business"

Their claim to offer ADA-compliant services is exactly what they violated in this incident (and the other 4 incidents like it she dealt with in the same week).
