The concept of an "ADA-compliant service" applies to the ENTIRE SERVICE and says NOBODY in the service can EVER refuse to offer "reasonablw accommodations" for disability

It is considered reasonable that not all vehicles have a wheelchair lift, and only some such vehicles need to be made available to be in compliance That's not the same as saying those vehicles are the "ADA-compliant" part of the business
