The wise elders are always fundamentally from the same pool of people as the masses, and there's no good way to ensure they won't behave foolishly. Certainly not money, education or IQ tests.

Money is a good indicator they won't do anything for the benefit of the masses so it should be immediately disqualified

A big thing missed in discourse about the EC is it was designed around a fundamentally incorrect thesis: that rivalry between the states would be the principal obstacle to American democracy.

That's why each elector got two votes! To guarantee they wouldn't just vote for whoever was from their state (which is also where the idea of the VP being the one who got the second most votes came from). And no one cares about that now or for many years.
