literally nobody thinks the driver did what he did from a place of bigotry or hate, that's not the point anybody talking about ableism is trying to make.

'bigotry' is a magic word exactly like 'racism' where if you say someone did something because bigotry, and mean 'an action born of systemic intolerance', people will respond 'but you are calling this person Personally Evil' and there's just no way to win that :/

Is there a relevant burden here? Is it different driving a customer with a dog and/or wheelchair, or is it merely an excuse to reject someone who the driver would have rejected even without those things?

I can see a very strong argument for "wait shit I'm legally required to transport dogs in my car, what the fuck?" if that wasn't something someone was aware they were legally required to support, for e.g. allergy reasons if -nothing- else, but... it's a legal requirement, so.
