She had a blanket for the dog to sit on, and he was aware she had a service dog before he showed up. It's possible that he wasn't cut out for the giving-people-rides line of work.

This discourse is so bizarre and detached from the situation we were actually presented with People talking like it's already established fact that it's a great financial sacrifice for him to let her into his car even though THAT'S WHAT HE'S BEING PAID TO DO

The idea that it's just a fact disabled people and their accommodations cause more damage than everyone else is just more bigotry It's not true, it's just that everyone notices and judges more when the costs and inconvenience come from "abnormal" people

What, he's worried about scuffs and scratches from a wheelchair or from a dog's paws? Does he never pick up people with heavy luggage or with dirty shoes? Gonna be hard to get any fares at all if he's so fussy
