(Asimov was very insistent that "Moon" should just be a proper name for Earth's moon and the general term should be "natural satellite", and artificial satellites should always be specified as such He lost both battles and we're better off for it probably)

Point of note: there's no lower bound on the size of a planet either. It's a celestial body orbiting a star that is big enough to be round and has cleared its orbit of debris. Ilum could have formed around a small star (not much debris to clear) and is large enough to be round.

So it could perfectly well be a planet, even if it would be a particularly tiny one.
