If she's a spoiled figurehead at the start, then she can *grow* into being a stateswoman over the course of the trilogy. Like maybe they try to get her AND the PM (or Regent) out, but the PM is killed in the escape, so the responsibility falls on her.

If you *also* made her and Annakin the same age, and make him already a Jedi apprentice to Obi-Wan (Qui Gon is such a useless character), you could have gotten interesting dynamics.

I thought she was fairly decent as a character in TPM. The other two prequels, not so much.
