As an American I have a difficult time imagining physically walking into a Domino's establishment and ordering food from it, even though obviously I know it's possible I mean their whole thing was pioneering fast cheap delivery

The location near where you lived may have been carryout-only at the time but the chain has advertised itself based on offering delivery from the beginning

You'd be pushed to the back of the order queue and the drivers were seen as incompetent and negligent etc because ordering delivery was for a captive audience of people who were housebound and had no choice

Domino's wanted to make impulse ordering pizza on the phone a new standard and one associated with their brand, so they created the "your pizza arrives within 30 minutes or it's free" policy, which rapidly got ingrained in people's minds as a general rule

So that now people generally expect that if a delivery takes longer than 30 minutes they have the right to complain (even if no such stated policy exists) and it's this general expectation that is delivery services afloat
