Palpatine specifically says that a "Dyad in the Force" is a rare and precious thing not seen for generations and it's only because they're both there that he's able to drain their power and regain full health He wasn't able to just drain Rey on her own and get 50% health

"rare and precious" doesn't really say what it is though. Needing them both there helps but it still doesn't tell us if it gives extra power or how it works. Could Palpatine have drained any sufficiently strong force user? He didn't seem to know they were a dyad until that point.

What we're told and what we see is that Rey and Kylo were already individually as naturally strong as Force users get

yeah exactly. So if Palps is able to drain any force user, it would make sense that he'd want to drain Rey (or use her body or whatever) even with out the dyad. It feels like the dyad just wasn't important to the Palpatine's whole plan at all and it just happened to work out.

It felt like a GM improvising at the last second because Ben and Rey's player found a rule that said they could share items and so Ben won a fight he was supposed to lose and interrupted the planned monologue
