He can't kill her, he doesn't trust himself to teach her, the best he can do is what he does do for much of the movie, which is deliberately waste her time and try to convince her not to seek power at all

All of this just makes the narrative decisions in TROS work even better for me if I’m being honest. I think it’s a really elegant way to pay off so many of the ideas the first two films set up, which isn’t to say other ways of doing it wouldn’t have also been good.
