It is true that if Obama had recognized that the GOP is literally a treasonous insurgent party that actively wanted to harm the country so long as Obama could be blamed for it, he would have made policy without considering GOP views and would have recognized the need for a NND

Honestly I don't know how much recognizing that helps one way or the other. The GOP still *had* those veto points; Obama couldn't bully-pulpit anything he wanted into existence.

The Libya intervention happened in 2011, *after* to 2010 midterms (and before he defeated Romney in a landslide in 2012)

Also there really were ongoing massacres and threatened genocide going on. The intervention was handled badly, but he neither went out of his way to get involved, nor is it obvious to me that Libya would be better off absent intervention
