Yeah, and I'm not even sure there was an 'original idea' of the filibuster at all; just something that remained in Senate rules as a loophole of sorts and was never closed because Senators are very protective of it.

There wasn’t. After killing Hamilton burr recommended removing the Motion on the Previous Question, thinking it was unnecessary. No one noticed the infinite debate loophole this created for decades.

indeed, it is pretty obviously the Original Intent of the Framers that the Senate should be able to move almost all legislation on a majority basis. the filibuster is about as directly an anti-originalist rule as there can be.

Not just obvious, black letter! The original senate rules had the motion on the previous question as a privileged motion! Meaning, any senator could at any time call for a majority vote on whether or not debate should be cut off and move to a final vote on the underlying matter

Incidentally, I wonder if, given Capra's politics, the corruption being about dam-building was anti-New-Deal propaganda. (it's also unclear why an insider land trading scheme - the real one or the one Smith is accused of - depends on what purpose the land is ultimately used for)
