Not really, the whole point of the scam is they tell you they are "your security service" - they say they're from McAfee or Norton or whatever and bet on the idea you don't actually know how those services work

In this case the most vulnerable people are the ones who ARE really worried about security but don't know much about it, and DID buy a paid "security service" (the premium version of Norton or McAfee or whatever) without really knowing how it works

And both sides are kind of to blame here, because, say, Norton actually does advertise their highest level service ("Norton 360 with LifeLock") as though it actually were some concierge service with IT professionals monitoring your online activity 24/7
