I have a landline because I don't want a smart phone, I want to be able to walk out my door and not be reachable, I get data mined enough, and it's cheaper than a smart phone. I'm not elderly though and all unsolicited calls get hung up on (unless I have the time & mood to play).

That's a critical difference between the "culture" of landlines and cell phones, cell phones are designed to be turned off when you don't want to be reachable Boomers were raised in a culture where phones were always on and it was polite to pick up whenever they ring

Like if someone wanted to be off the grid as much as possible my advice to them would be to have their phone be a dumb flip phone that they either never take out of the house or they keep turned off until they want to make a call
