Did he ever actually claim otherwise though He has a ton of flaws but misrepresenting his fiction writing as educational was never one of them - he was always very candid about how science fiction was first and foremost entertainment

If anything this is exactly why he quit writing fiction entirely and spent most of the back half of his career entirely on nonfiction writing, the "Asimov's Guide" era
