Is there a good word for something that is stable and evolving at the same time? Example might be:
-language roots
-a semi-stable concepts that gets translated through different languages.

Depends what you mean. I think something that’s evolving must be stable, otherwise it collapses from its movements, or discards them. For something to be called an ‘evolution’ I think it requires successfully leaping from an old order to a new order, but always maintaining order.
