A noob question (lived in Boston and SF, know NYC well, only visited LA). Why?
-
Overall, because it makes cities a vastly more pleasurable experience; and optimizes scarce land for the best use: - safety (>200 car deaths in NYC) - more street traffic, more retail sales - less pollution and noise

Not midtown?
-
Ultimately, sure. I’d like all of NYC to be car free. I wouldn’t start there only because there’s not much residential or other attractions. The Times Square pedestrianization already covers the most touristy locations there.

Isn't treasure island toxic?

This seems like a reasonable starting point. LIC/Astoria and Roosevelt Island would make sense too. Why only Downtown? You could probably bollard all the streets up to North Harlem without irritating many people.
