Not a stupid question, a very good observation! ESA has 22 Member States, but not 22 flags on the rocket. That's because some ESA programmes are optional, meaning countries can choose to contribute or not, this includes the Launchers programme. https://www.esa.int/About_Us/Corporate_news/Funding …
