I'm pretty sure it's perfectly legal to reverse engineer system cores, otherwise companies like Analogue would already be sued out of existence.

Jotego holds onto these cores for only a small amount of time and then he releases them for free to the public …. Which is not DRM. You are paying to support his work and be a beta tester. They are upset because they aren’t patient and want everything right now … for free

And its not like he asks for much. It costs only like $30 a year to support Jotego and get beta core access. I was going to support JT regardless, so getting beta core access was just a nice bonus.
