In the end the seller should have had those pins populated. It’s right of him to warn others of that seller if the seller isn’t willing to take responsibility

But you also have to buy a decent soldering iron, solder, flux, hope you are going to do a decent job .... it’s more than just a 5 cent part, but no the I/o board is not broken or damaged due to this but still a BIG hassle for someone without the proper tools or know how

That is absolutely fair. It would also be poignant to point out that even the "official" distros make simple mistakes.
