BSD is permissive, you can do what you want with the code, you just have to keep the header with the license in place. You can mix with open source or proprietary software, no issues. I use Android code on my fork for the NEON intrinsics :)

It has to be GPL3 because the ARM Jakub did for the Miminig was GPL3 and since the code can be trace all the way back to it, unless you get permission from everyone that touched the code, you can only relicense inside the GPL with because of the "or-later" clause.

hence why people avoid GPL2 like the plague. If you code inside a GPL2 application, your whole work has to be on that license, you can't mix with GPLv3
