Looks to me like it's just the MAX10 (8K LEs), SDRAM, SRAM, resistor DAC for video, and no MCU (unless they hid it on the back). https://www.mouser.co.uk/ProductDetail/Intel-Altera/10M08SCE144C8G?qs=s8Nb1z4Wn%2FQhGy769DbOaw== … Not a huge amount of logic, so it would only be for the smaller arcade cores. Don't think it could load new cores from SD.
Just spotted the 20-pin header. Possible a debug port for an ARM MCU on the back? It would make a lot more sense for loading cores.
On second thoughts. No MCU on the back, AFAIK... IC1 looks like it might be voltage translation. It goes to pins 6,7,8 on the FPGA, which are just generic IO, plus to some of the controller input pins. I'd have liked to see a CPU core if it's mostly for new stuff, and given the size of the fpga, but that's just me! Either way, cool little project! 
It's possible that tha MAX10 can self-reconfigure. Not sure? There may be a small enough CPU core to fit alongside the arcade core. I made a thing recently, to hook up a DE10 Nano / MiSTer to Jamma.pic.twitter.com/J57rDIFvMC
It wasn't clear Ash... did you ever wind up completing this project? It doesn't seem to be available anywhere? Did "LL Arcade" die on the vine? I'm trying to chronicle the history of available options.
