Do the MiSTer folks own the entire copyright outright? If they do, this is legal. If they don't, any contributor of GPL code can demand that either MiSTer come into compliance or remove their code.

It gets complicated quick... take for example completely removing the GPL header from code used in Miracle Piano for
#MiSTerFPGA and replacing with "UART Code copied from paula_uart from Minimg".#NotCoolpic.twitter.com/0whc9okpVG

"The “Corresponding Source” for a work in object code form means all the source code needed to generate, install, and (for an executable work) run the object code and to modify the work, including scripts to control those activities." .....

if an end-user can't regenerate the binaries then the source is not complete enough to comply with the GPL.
