When it comes to arcade games, what is the practical difference between "homebrew" and "bootleg"? It seems that bootlegs were repurposed hardware used to make money when the games were current, and homebrew is largely more recent romhacks of arcade games. Right or wrong?

You've lead into the answer a bit here. Sometimes those attempts to recreate the hardware leave inaccuracies and inconsistencies. Minor timing, or audible glitches, etc. that alone changes the experience of the "bootleg" vs original. Where as home brew may be legit code+hardware.
