I need to flesh out this idea further but just throwing it out there for now: we must treat federation protocols like the fundamental protocols of the Internet: the dumber the better. Keep them as dumb as possible and let people extend the semantics via the content itself.
Federation is a stepping stone to peer to peer ;) Not a serial process either, we can build both and build federated systems with peer to peer architectures. Federation is the bridge.

I like the progressive account model, where at first you get an auto generated ephemeral p2p account and you can add additional features as the service becomes more meaningful to you

So choosing a federation provider might be the 2nd or 3rd thing you do when setting up an account instead of the very first thing.
