That is a possibility ;) or at least you should treat all citizens as if they were born smart. Some cities of course take that view as

Money. There’s lots of money in “smart cities”. Very little money in fostering smart citizens. Companies like Google volunteer their services in exchange for data (eg., see Amsterdam and license plate data) or pay (see Italy & health data).
