This is part of an EU Banking Directive (PSD2). I'd imagine all banks will be changing their ToS to reflect this.

We already do this in the USA it’s called “direct debit” for credit cards. In 2009 they sapped my bank acct and I lost my home.

Unfortunately very common in Germany in online purchases. The eu is regulating back data access to common apis though.
