It is not possible to do it lawfully without amending the constitution first, which would require a referendum in all of Spain.

So the Cat gov are doing it outside the law. When governments don't follow basic laws, that's not civil disobedience, that's abuse of power.

In this case, I'm not sure it'd be a solution. A yes/no referendum in a divided society only divides it further. What's needed is consensus.

Finally: should a group in a democratic society be able to curtail the fundamental rights of others? Can my neighbours make me a foreigner?

Good question. I take issue with the primary underlying assumption that birthplace should determine special privileges to begin with.
