You can add location information to your Tweets, such as your city or precise location, from the web and via third-party applications. You always have the option to delete your Tweet location history. Learn more

by publishers I meant the websites owners (the people behind OS websites, blogs, etc) not the platforms.
Right. By individuals, I mean the people who use the Internet/Web. No doubt there’s overlap, but our focus is on protecting people’s privacy
