Sure, we also offer Debian, CentOS, Fedora, Arch, Gentoo, ... Last tweet was referring to the underlaying infrastructure.
Switching to Debian is definitely an option. However the reference platform for the latest OpenStack and Ceph release is still Ubuntu 16.04.
