          They must use the same calculations. It's called building regulations.

          Many buildings far exceed regulations. It's a minimum standard, not a fixed one. So no, not the same calculations.

          Minimum is same for all buildings. But that's not my point. Point is building safety is always a calculation. There is no 100% safety.

          Calculation IS the same, just larger sums of money. But bigger budgets often don't result in higher fire standards being chosen voluntarily.
