I think that's kind of the point, preventing people from building their business on something Apple does not want to allow.

Being pragmatic - they couldn't do it. Users would hate it etc. It is an interesting problem though, 'too big to reject'.

It's not a matter of "couldn't", it's a matter of "wouldn't". Apple absolutely could, and with their marketing budget, do it well.

What do you mean? Just delete the app and do not install it again later. Then you will not be re-identified. That’s whats meant by tracking.
