This practice is one of the most egregious things that need to be fixed in the #eprivacy Regulation.

Indeed or not use Wi-Fi etc at all.
But individuals shouldn't have to modify their conduct in order to avoid unjustified surveillance.

I don't know a way to recover your MAC from a fragment of the hash. Seems that privacy is respected -
You assume they actually do this, do this correctly and will never change it

If you can turn off your wifi (which is probably recommended in public anyway) then i dont know what the issue is with this.

Not relevant: their form makes clear they track you without signing in. THAT is the problem.

My nearest city uses wifi+BT and some maths to estimate traffic flow at busy junctions,it works so well people are prepared to trade with it

(They did however make their data dumping policy clear beforehand, that probably helped, data is tossed at end of each day)
