Depending on the consent to be truly freely given by all parties involved, this could be ok, but yes, it raises concerns.

Consent is meaningless in situations of extreme power differential (individual vs gatekeeper) and oligopoly/lack of choice.

Having looked up the actual text, the proposal isn't that bad. What I'm afraid of is that the safeguards will be watered down in EP.

We’ve gone from them not being able to use the data for other purposes to them being allowed to. That’s not in any way positive.
