You can add location information to your Tweets, such as your city or precise location, from the web and via third-party applications. You always have the option to delete your Tweet location history. Learn more
If you turn the welcome screen off (uncheck show this panel at start up) it won't happen
Expecting users to manually turn something off to avoid something that they don't know is there, as a fix? ......really?

It's effectively a safari window - just a webpage, so happening on a web server rather than our app really
Ok, we show a webpage on our server in the welcome screen of the app. That is causing this result.
