Nope. Notoriously difficult, bureaucratic and convoluted as it comes with healthcare rights.
I haven’t tried it, but Santander is a bank here in Sweden. Perhaps if you had a UK account, you could “change address” to Sweden?
I have felt your pain though, even though I had a job it took months for me to get the number and I could not be paid until I had it
so I kept using my UK bank card over here and incurred a LOT of charges for using it abroad…
to be fair UK is not much easier for foreigners w/o NI or credit history as far as bankaccounts /mobilephones are concerned
Only hassle when I came over to the UK ~15 years ago was the bank acct. RBS was the only one who helped out then.

I've just moved to Netherland and same here. We cannot open any bank account without residential dutch's number... (BSN)
same in Spain. You need a NIE to open a bank account.
