If we left the work of designing TLS, writing the code, etc to each individual org deploying it, how high would https usage be?

as I said, helping those who work against your stated mission doesn't help you, only them. It's hypocritical to do so.

The stated mission of OWS is to make private communication simple. I don't agree this is in conflict.

but are the communications truly private? Is a communication just the content or what's wrapped around that too?
