You can be secure without having any privacy (for example, use Google or Facebook) but you cannot have privacy without security.

In other words, good security is a prerequisite for protecting your privacy but, by itself, in no way implies that you have any privacy.

Security is about protecting a thing; privacy is about who owns and controls the thing being protected.
