I'm... not quite convinced that the solution lies in decentralized technology; which has an inherent development complexity cost associated with it, making it difficult to compete with centralized services. I think the solution is non-commercial ad-hoc-federated initiatives.

Can you elaborate on what exactly the difference is bw a federated system and a dentralized one? Like are ActivityPub and the ability to host your own Mastodon instances an example of the former or latter?

It’s degrees. Federated still has centres but the centres can interoperate. If you take those multi-tenant centres and make them single tenant (e.g., Mastodons of one, like https://mastodon.ar.al ) you get a decentralised system. In decentralisation, every node is equal.
