The machines are learning only insofar as paper learns when you print an encyclopedia on it. It’s the person reading the encyclopedia that’s learning. The paper/printing press are tools. there are people w/ money who adopt the tools+ link with resources who work in the state for malicious deeds, but u do a disservice to a privatized government wherein individuals can have their data respected in homogenizing free markets together with the state in that aspect.

In other words; free markets aren't what's doing this. Much like your encyclopedia and paper analogy, it's the people who are putting on a face and being 'oh but this is good, don't you like this?' that then go on to do the bad shit u can't throw out the baby with the bath water
