Well, the thing is that the word “citizen” has zero occurence in the legal text. GDPR applies to “data subjects who are in the Union”. But I agree with you, this geo-blocking is not compliant (and a dick move)

Aral I respect you and what you do but a local US TV station is unlikely to have any EU presence. I doubt they care much about GDPR. Blocking should be sufficient to cover a foreign law. Apple or Google no but a lack TV station in St Petersburg FL is probably pretty exempt.
If you put things on Twitter they’re accessible to anyone. I’m in the UK, this showed up on my timeline because someone RTed it and I can’t read the article
