You should have received an email and a notification with more info in Creator Studio. Take a look at those resources and note that you can always reapply for the YouTube Partner Program again in 30 days.

If your channel is out of compliance due to reused content, this typically means that the content is not original/auto-generated. Here's more about reused content & how you can avoid them in future videos: https://goo.gl/E5dgGo . You can always reapply for YPP again in 30 days.

There is no reused content on my page. I have cleared my page off any copyrighted material before applying. Surely there is a way to resolve this issue. I have applied three times already with the same result. This is not helpful at all.
