a bit of both imo - Marth’s lack of relevance in the meta is mostly due to being objectively worse than Lucina, if she didn’t exist I think he’d be perceived higher cause there isnt an objective better option to replace him but he wouldn’t be as high as lucina is (prob high tier)
Is Marth actually a bad character on his own or is he only considered bad because Lucina exists and is almost always a better option? If Lucina didn't exist would Marth be considered high tier or does his lack of consistent killpower really hinder him that much?

That feels like an accurate assessment of the situation. It just seemed weird to me that a lot of top players rank Marth in low tier and Lucina in high tier very often when on his own he doesn't seem quite bad enough to be strictly low tier

I think the unfortunate part of marth is that he's a well designed character that gets undermined by ultimate's mechanics and inherent lag. Either marth gets significant frame data buffs or ult finally gets a reduced lag mode, either way the meta shifts drastically.
